Buying a SIM in Belgrade, Tirana or Podgorica can cover several stops on a Balkan trip. The important detail is how much of its data remains available after you cross the border.

One SIM can work across several Balkan countries, but the regional allowance may be much smaller than the headline package. Choose by your complete route: a large domestic bundle suits a longer stay in one country, while a regional eSIM can simplify a journey through several covered destinations.
These examples represent practical starting points in Serbia, Montenegro, Albania and Croatia. The roaming column matters most when your itinerary continues beyond the country where you buy the SIM.
| SIM / plan | Data and validity | Use outside the home country | Published price |
|---|---|---|---|
| Yettel Serbia Tourist Plan | 50 GB in Serbia; 30 days | 3.5 GB in the Western Balkans region | 1,399 RSD, including SIM and VAT |
| Crnogorski Telekom Tourist 15 | 500 GB in Montenegro; 15 days | 9 GB in the Western Balkans zone and Croatia | €15 advertised package price |
| Vodafone Albania Tourist Tera Pack 3 | 1.2 TB in Albania; 30 days | 20 GB Western Balkans allowance; separate 3 GB for Greece | 3,300 ALL bundle price, including VAT |
| A1 Croatia 10-day Tourist offer | Unlimited data in Croatia; 10 days | The included option is unavailable abroad | €14.90 under the current online 1+1 offer |
| Roafly Balkans 3 GB | 3 GB; 30 days | Shared allowance across ten covered countries | $12.50 |
| Roafly Balkans 10 GB | 10 GB; 30 days | Shared allowance across ten covered countries | $29.90 |
Prices and terms checked on 21 October 2026. Vodafone’s published bundle price does not establish whether a separate physical SIM or activation charge applies. Telekom’s figure is the advertised package price; any additional retailer charge should be included in your purchase total. A1’s 1+1 offer is promotional.
The largest domestic allowance is not necessarily the best regional purchase. Yettel’s Serbian package, for example, provides far less data outside Serbia than its headline figure suggests. Roafly’s regional allowance is shared across its supported destinations without a separate, smaller border-crossing quota.
Yes, provided the SIM’s included destinations and roaming allowance match the journey. The word “Balkans” alone does not define a mobile-data coverage area.
Two different roaming frameworks affect many trips:
Western Balkans: Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
EU destinations commonly included in Balkan itineraries: Bulgaria, Croatia, Greece, Romania and Slovenia.
Eligible local subscriptions can benefit from the Western Balkans roaming arrangement, but individual tourist packages still have their own data allowances and conditions. Likewise, an existing EU/EEA mobile plan may cover eligible visits to the EU destinations above, subject to its terms.
Crossing between these groups changes the decision. A Serbian SIM’s Western Balkans allowance does not, by itself, include Croatia or Greece. Some operators add particular destinations commercially: Telekom Montenegro includes Croatia with the selected package, while Vodafone Albania gives the selected tourist bundle a separate allowance for Greece.
Even within the EU, the exact product matters. A1 Croatia’s tourist option illustrates why an unlimited domestic bundle should never be treated as an unlimited regional plan.
Before buying, write down every country where you expect to use data, including transit stops. Then compare that list with the actual package coverage.
Yettel’s Tourist Plan has a straightforward starter price because the physical SIM is included. Its balance suits a substantial stay in Serbia followed by a shorter trip elsewhere in the Western Balkans.
The advertised speed is up to 10 Mbps. That is a relevant limit if you expect to work through a hotspot or transfer large files; the size of the domestic allowance does not remove the speed cap.
Complete registration, activate the package and test the connection before leaving Serbia. The activation process uses a free SMS containing START sent to 9000.
Other local options may suit different trip lengths. Compare Serbia’s tourist SIM options if most of your holiday stays within the country.
Crnogorski Telekom’s selected tourist package is particularly relevant to a Montenegro holiday with onward travel into Croatia or the Western Balkans. Its domestic and regional allowances serve different parts of that journey.
Take care when choosing between similarly priced offers. The 15-day data package in the table is separate from the 10-day package emphasizing local calls and messages.
The current Telekom tourist offer provides the package selection and registration route. Physical SIM and eSIM formats are available, although individual offers can have format-specific conditions.
If you need to compare other operators or buying channels, use the guide to local SIM cards in Montenegro.
Vodafone’s Tourist Tera Pack 3 combines an unusually large Albanian allowance with a Western Balkans allowance and a separate Greece allowance. It also includes 1,000 national minutes.
That combination is useful when Albania is the main stop and the trip continues into neighboring destinations. Greece draws from its own smaller allowance, so a long stay there requires different planning from a brief onward visit.
Do not transfer these roaming benefits to Vodafone’s smaller tourist packages by assumption. Compare the exact offer and purchase conditions through the guide to buying a local SIM in Albania.
A1’s tourist offer suits visitors who want substantial data while staying in Croatia. The selected package also includes 100 minutes/SMS within Croatia, but its 10-day tourist terms exclude use of the included option while roaming abroad.
The option can renew when sufficient prepaid credit is available. Disable renewal if you will not use another period, particularly when adding credit before leaving the country.
Compare Croatian tourist SIM plans when local calls or a longer Croatian stay matter more than regional coverage.
A Sarajevo-first itinerary deserves its own local comparison. The guide to buying a SIM in Bosnia and Herzegovina covers the operators, registration and purchase choices without assuming that a package bought elsewhere is your only option.
Official operator stores are a practical choice when you want help with registration and activation. Airport purchasing can be convenient, but the seller, available package and terminal location vary.
Plan the arrival purchase around your gateway:
Belgrade: Review Belgrade Airport SIM options if you need data before reaching a city store.
Tirana: Compare the SIM options at Tirana Airport with the Vodafone package you intend to buy.
Podgorica: The Podgorica Airport buying guide helps you plan an arrival purchase or arrange an alternative.
Sarajevo: Use the Sarajevo Airport SIM guide when Bosnia and Herzegovina is your first stop.
Retail buying is broader in some markets. A1’s Croatian tourist SIMs are available through newsstands, petrol stations, supermarkets, post offices and A1 stores. Yettel’s tourist package is available through its store network, while Vodafone Albania distributes its tourist packs through its sales channels.
Bring your passport when visiting a local operator store. The relevant requirements include:
Serbia: Prepaid service requires registration. Accepted identification details include travel-document information, as set out in the RATEL registration guidance.
Montenegro: Telekom requires identification. Balkan and EU citizens can register with an accepted identity card or passport; citizens of other countries need a passport. Its eSIM identification process takes place online.
Albania: Prepaid subscribers must be registered before service activation. Complete the operator’s identification process when purchasing.
Croatia: A1’s physical tourist SIM activates when you first connect to the internet or make a call. Follow the instructions supplied with the purchased product.
Keep the SIM holder and purchase confirmation until the trip is over. Before leaving the shop, test mobile data and locate the screen showing your regional allowance, rather than only the domestic balance.
The useful number is what you must pay to leave with working service. Ask whether the quoted amount includes the SIM, selected package, activation and any mandatory initial top-up.
Also establish when validity begins. Buying before departure, registering the line and starting the package can be separate steps.
Once connected in Tirana, prepare your onward journey using the guide to getting around Albania. Save your accommodation address and essential directions before continuing.
Roafly’s Balkans eSIM provides one shared data allowance across ten destinations:
Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, North Macedonia, Romania, Serbia and Slovenia.
Kosovo and Türkiye are not included. A route entering either destination needs another suitable connection option.
The regional format is useful when your itinerary combines EU and non-EU stops within that coverage. You can install the eSIM before departure, and validity starts when it connects to a supported network.
The selected plans are data-only and do not provide a local phone number or ordinary calls and SMS. They support top-ups and hotspot sharing within the purchased allowance, with no separate hotspot quota. ID verification is not required.
Use the smaller allowance for lighter browsing, messaging and navigation with Wi-Fi available elsewhere. The larger allowance gives more room for mobile use between stops, although streaming and laptop activity can consume it quickly.
Compare Balkans eSIM plans once your route is settled, using the country list above to check every stop.

Your phone must be carrier-unlocked and eSIM-compatible. Local SIMs remain useful for phones without eSIM support, very large domestic allowances or a local number.
If you are still deciding between regional eSIM products, compare Balkans eSIM options for a separate look at package coverage.
This journey stays within Serbia, Bosnia and Herzegovina and Montenegro. Yettel’s regional allowance can support the onward portion if your use outside Serbia is modest.
The deciding factor is how the trip is divided. Several weeks in Serbia followed by a few days elsewhere makes better use of a large Serbian allowance than a brief Belgrade stop followed by most of the holiday abroad.
Telekom Montenegro deserves close consideration because the selected package includes Croatia in its regional allowance. Most of its data remains for Montenegro, so assess the Dubrovnik portion against the roaming balance.
Roafly also covers both countries and avoids dividing the purchased allowance into domestic and roaming portions.
Vodafone’s selected tourist bundle can serve this route through its Western Balkans allowance. Its very large domestic allocation is most valuable when you spend substantial time in Albania.
Roafly suits a journey where data use is spread more evenly across the three destinations and arranging service before arrival is a priority.
This route crosses Slovenia, Croatia, Serbia and Romania. Roafly covers all four with the same regional package.
An existing EU/EEA subscription may already serve the EU stops, but Serbia needs separate attention under your tariff. Buying a Croatian tourist package solely because Croatia is in the EU would not resolve that whole itinerary.
A local tourist SIM can offer much more domestic data for the money, especially in Montenegro or Albania. That advantage matters when you will actually use the allowance in the country where it applies.
Choose the regional package when its coverage and simpler purchase process solve a real part of your trip, rather than paying for destinations you will not visit.
Roafly’s regional plans do not include a phone number. Local operator products can provide one, but included calls and SMS vary by package.
Telekom’s local prepaid service allows calls and SMS from credit when the selected package does not include them. Vodafone’s selected tourist bundle includes national minutes, while A1’s Croatian offer includes a combined domestic minutes/SMS allowance.
Usually not if your chosen package covers the route and has enough regional data. Keep track of the allowance that applies in the country you are entering, since a large remaining domestic balance may be unusable there.
Confirm that the new country is included and that regional data remains. Then check that roaming is enabled for the intended data line and that the phone has connected to a supported network.
If the connection still fails, use the operator’s activation or network-selection instructions and contact support. Avoid deleting an eSIM as a first troubleshooting step.
A compatible dual-SIM phone can retain your regular line while using an eSIM for mobile data. Set the travel eSIM as the data line and review automatic data-switching settings so the phone does not unexpectedly use your home line.
Roafly publishes this guide and offers the regional travel-eSIM plans discussed above.
