Landing in Podgorica puts Montenegro’s high-data tourist SIM plans within reach, but buying one in the terminal takes more than finding a mobile-network logo. Here is where to ask, what to compare and how to prepare your connection before arrival.

Podgorica Airport has arrivals-hall shops selling mobile top-ups, but new tourist SIM stock and on-site registration are not reliably confirmed. Ask at the terminal shops if you have time; prepare an eSIM before flying if mobile data is essential for your onward journey.
The useful choice is between a quick enquiry at the airport, a dedicated operator shop later, and a connection arranged before departure.
| Option | What you can expect | Cost information | Best fit |
|---|---|---|---|
| Arrivals-hall tobacco shops | Mobile top-ups; ask whether new SIMs and registration are available | Current airport price not reliably published | You have time to enquire after landing |
| City operator shop | Tourist prepaid plans and an opportunity to request setup assistance | Published operator tariffs provide a comparison point | You need substantial data or a local number |
| Roafly eSIM | Prepaid mobile data on a compatible, unlocked device | Select a live plan below | You want to prepare before flying |
| Airport Wi-Fi | Free terminal internet access | Free | Messages and arrival arrangements before leaving |
Airport facilities and operator offers checked on 7 October 2026. Published national tariffs below are comparison prices, not verified airport checkout totals.
If you are still deciding between local mobile service, roaming and Wi-Fi for the whole trip, start with the broader internet options in Montenegro.
Two shops appear in the airport’s official terminal facilities guide. Their locations give you somewhere specific to enquire, although neither listing establishes a dedicated tourist-SIM registration counter.
Look for Tabacco S Press in the southern part of the passenger terminal’s arrivals hall. Its advertised services include mobile-network top-ups.
Ask for a new tourist SIM starter pack. Buying credit for an existing number will not create a new mobile line.
The second Tabacco shop is listed in the northern part of the arrivals hall. Mobile top-ups are among its services, making it another place to ask if the first shop cannot help.
Hours not reliably published. SIM stock, payment methods and activation assistance also remain unconfirmed for these outlets. Keep any terminal enquiry brief if a transfer is waiting; the next practical option is an operator shop during your stay.
Bring your passport when purchasing a local prepaid SIM. Montenegro’s prepaid registration process requires identification, and the seller links the subscriber’s details to the new number.
Before paying, settle four points:
Complete price: Ask for the total covering the SIM, selected bundle and any activation or service charge.
Included service: Establish the data allowance, expiry, local number and whether calls or SMS are included or charged separately.
Registration and setup: Ask whether the outlet can register the line and help you get mobile data working.
Payment: Ask which payment methods that particular outlet accepts. Having some euros available gives you a fallback if card payment is unavailable.
Once setup is complete, turn off Wi-Fi and open a webpage using mobile data. Keep the SIM packaging and receipt; the phone number and account details can help with top-ups or support later.
Your phone must also be unlocked for use with another provider. If you replace your usual physical SIM, keep it somewhere secure, especially if you need it again for bank verification messages.
Waiting makes sense when you need a large allowance, conventional calls or help choosing a local plan. Telekom’s City kvart branch is one city option; physical tourist SIMs are also sold through its shops and designated retailers.
Montenegro’s local allowances can be generous. At the time of checking, Telekom’s tourist offers included 500 GB for 15 days at €15 and 1 TB for 30 days at €20. Those are published operator prices, rather than a confirmed offer from either airport shop.
The practical benefit of visiting an operator shop is the opportunity to discuss registration, tariffs and setup directly. We would not assume it will always be cheaper than the airport: that comparison needs an actual airport quote.
High-data local plans deserve consideration if you expect frequent hotspot use or a longer stay. Light users may prefer a smaller allowance and the convenience of arranging it before travel. Our guide to buying a tourist SIM in Montenegro covers the wider local options without limiting the choice to the terminal.
If your itinerary continues across a border, compare the separate roaming allowance and covered countries. The large domestic allowance on a local tourist plan is not necessarily available in full abroad.
Roafly’s Montenegro eSIM suits visitors who mainly need maps, messaging, bookings and mobile internet. The listed local networks are m CG and T-Mobile.
The plan is data-only, with no local phone number or conventional calls and SMS. Hotspot is supported within the purchased allowance, and top-ups are available. You need an unlocked, eSIM-compatible device; no identity verification is required for this Roafly plan.
Install it over a reliable internet connection before departure, then follow the supplied instructions to connect in Montenegro. The product’s plan details state that validity begins when the eSIM first connects to a supported network in the country.
This removes the need to find a stocked shop or swap a physical SIM after arrival. Local prepaid service can still be the better fit when you want a Montenegrin number or a much larger allowance. Compare eSIM plans for Montenegro if you want to weigh providers before purchasing.

Podgorica Airport provides free Wi-Fi. Use it to contact your accommodation, retrieve your booking or tell your driver you have arrived while you arrange your next connection.
Save your accommodation address, transfer details and an offline map before flying. That preparation remains useful once you leave the terminal, even if you intend to buy a SIM later.
If your flight arrives late, we would prepare mobile data before departure or arrange the transfer in advance and buy a local SIM the next day. The airport’s operating schedule does not establish that its shops will be open.
During a daytime arrival with time to spare, asking at the arrivals shops is reasonable. If a seller has the right starter pack, can complete registration and quotes an acceptable total, buying there may save a separate city stop.
