Yes, you can buy a local SIM at Heydar Aliyev International Airport (GYD), with SIM sales listed in Terminal 1 on Level 1. Buying at the airport suits visitors who want a local line before leaving, while a preinstalled travel eSIM suits those who only need mobile data.
The airport’s SIM service directory places local SIM sales in Terminal 1, Level 1. It does not reliably specify each operator’s current counter position or whether every sales point is before or after customs, so ask an information desk for directions while moving through arrivals.
| Connection option | Best fit | Local phone number | Cost basis |
|---|---|---|---|
| Airport SIM counter | Getting a local line before leaving GYD | Depends on the local offer purchased | Current airport price not reliably published |
| Official city store | Comparing local packages once in Baku | Available with local SIM plans | Operator tariff plus any applicable line or service charge |
| Roafly eSIM | Mobile data prepared before the flight | No | Prepaid data plan selected online |
| Airport Wi-Fi | Messaging and arrival arrangements inside the terminal | No | Free |
Airport information and published operator offers checked on 8 October 2026. Online operator tariffs are not confirmed all-inclusive airport counter prices.
Terminal 2 arrivals: SIM sales there were not independently confirmed. Ask airport staff about the available sales point; do not assume the Terminal 1 listing applies to both terminals.
Bakcell offers TravelSIM to foreign visitors through an airport stand and sales points in Baku and other regions. Its tourist range combines mobile data with domestic and international calling allowances.
The latest airport total, separate SIM or activation charges, and counter opening hours are not reliably published in the information checked. Ask for the complete amount payable and the exact allowance before choosing a package.
Keep the decision practical: a larger bundle can make sense for heavy use, but a short city break may not need a month’s worth of calls and data. Compare the package you will actually use, including its expiry date, rather than choosing solely by the largest GB figure.
Bring your original passport and a carrier-unlocked phone. Azercell’s tourist offer explicitly requires a foreign passport; keep it accessible for local SIM registration.
Before handing over payment, establish:
The full total in AZN: package, SIM or eSIM, activation and any additional service charge.
What is included: usable data, validity, local number and any calling allowance.
The SIM format: physical SIM or eSIM, matched to your phone.
Payment method: ask whether that counter accepts your card or requires cash; counter-specific card acceptance is not reliably published.
Activation status: have the seller show the active allowance, then turn off Wi-Fi and open a webpage before leaving.
Ask for a receipt and keep the number and package details. These make it easier to identify the purchase if the active allowance differs from what you requested.
Hours not reliably published: an overnight flight does not establish that a SIM counter will be staffed when you arrive. Prepare another connection method if mobile data is essential immediately after landing.
Registering a local SIM in your name and registering the handset’s IMEI are separate processes. Your passport identifies the subscriber; the IMEI identifies the device.
Azerbaijan’s communications ministry sets a 30-day registration deadline from the device’s connection to the local network. GYD’s current arrival guidance specifically flags first-time visitors staying more than 30 days and repeat visitors as people who may need to address phone registration.
If either situation applies, ask about your handset’s status before relying on a newly purchased local SIM. Do not assume that another visit or a new SIM restarts the device’s registration period.
The airport’s phone-registration guidance places registration desks on the left-hand side of the exit corridor after customs in both terminals. Raise any applicable declaration questions with customs staff before passing through the exit; our guide to Azerbaijan airport customs rules covers the wider arrival process.
Waiting until the city is reasonable if you already have enough connectivity for your transfer. You can compare an official tourist package with other eligible local options without making the decision immediately after a flight.
One central option is Azercell’s Fountain customer service centre at 26A Z. Taghiyev Street, Fountains Square. Its published opening hours are 09:00–20:00 daily, checked on 8 October 2026.
Azercell’s current Travel packs provide a useful price benchmark:
| Travel pack | Published price | Validity | Combined domestic and international minutes |
|---|---|---|---|
| 30 GB | 39 AZN | 30 days | 100 |
| 60 GB | 59 AZN | 30 days | 200 |
| 120 GB | 79 AZN | 30 days | 300 |
Azercell Travel pack tariffs checked on 8 October 2026. The operator includes a SIM or eSIM free with these packages; these are published operator prices, not verified GYD counter totals.
These packages are substantial allowances for a short visit. Their local number and calling minutes may be useful, but buying more data than you need is not necessarily better value.
Azercell does not allow additional internet packages within the Travel packs; renewing a Travel pack is a separate option. The number’s initial validity is 30 days, so longer-stay visitors should discuss continuation at an eligible service centre.
Our Azerbaijan tourist SIM guide covers local purchase options in more detail. Waiting until Baku gives you time to compare; it should not be treated as a guarantee that the identical package costs less than at the airport.
Roafly’s Azerbaijan eSIM uses Bakcell and Azercell and provides mobile data without a local phone number. It suits maps, messaging, browsing and other internet use when you do not need a local voice line.
Hotspot uses your purchased allowance, and top-ups are supported. Your phone must be carrier-unlocked and eSIM-compatible; available network service depends on location and device conditions.
The arrival advantage is straightforward: you can install the eSIM over Wi-Fi before travelling and avoid depending on a staffed counter, physical SIM stock or a SIM swap.

After arrival, select the Roafly line for mobile data and enable data roaming on that line as instructed. Keep data roaming disabled on your home line if you do not intend to use its roaming service.
Local SIMs remain worth considering when you want an Azerbaijani number, included calls or a larger allowance. You can compare eSIM plans for Azerbaijan before deciding how much data and which plan terms fit your trip.
GYD offers free Wi-Fi throughout its terminals, including public areas, cafés, shops and business lounges. Select Baku-Airport-Free-WiFi and follow the airport’s connection instructions.
Use the connection to message your accommodation, retrieve a booking or finish essential arrival arrangements. Save your address and transfer details on your phone before heading outside, where terminal Wi-Fi is no longer a dependable connection.
If you are deciding between Wi-Fi, roaming, a local SIM and a travel eSIM for the rest of the trip, our guide to internet options in Azerbaijan explains the broader trade-offs.
Short Baku visit, mainly maps and messaging: prepare a suitably sized eSIM before flying if your phone supports it. The convenience comes from having the setup completed before arrival.
Local number or heavy data use: compare the airport’s complete quote with the published local-package benchmark. Buying immediately may be worthwhile if it saves a separate shopping trip.
Overnight arrival or a tight onward schedule: prepare connectivity in advance and keep offline copies of your essential details. Leave any city-store comparison until it fits your plans.
Long stay or repeat visit: establish the handset’s IMEI status as well as the SIM package’s validity. Solving only the package question may leave a separate device-registration issue unresolved.
