Landing in Moscow with plans to buy a SIM at the airport? Sheremetyevo has physical SIM purchasing options, but Russia’s registration requirements can make an unplanned airport purchase impractical for a short visit.

SIM starter packs are offered at Sheremetyevo, but a first-time foreign visitor should not count on leaving the airport with a working Russian number. Buying locally makes most sense when your registration documents are already ready; otherwise, prepare a travel eSIM and an offline arrival backup before flying.
The useful comparison is how each option gets you online, including the steps between paying and using mobile data.
| Option | Where you arrange it | Price information | Main consideration |
|---|---|---|---|
| Russian SIM at SVO | Airport seller or SIM vending machine | Current airport price not reliably published | Foreign-customer registration must be completed before use |
| Russian SIM in Moscow | An operator shop in the city | Local tariff plus any separate SIM and registration-related costs | More practical if you need help with paperwork or a Russian number |
| Roafly Russia eSIM | Online before your flight | 5 GB: $14.90; 10 GB: $24.90; both valid for 30 days | Data-only; requires an unlocked, eSIM-compatible device |
| Airport Wi-Fi | Inside SVO terminals | Free | Phone-number authentication requires access to the verification message |
Checked 30 September 2026. Roafly figures are standard USD prices. Airport SIM availability, activation charges and complete purchase totals remain unconfirmed.
Mobilebox offers MegaFon starter SIMs and identifies Sheremetyevo as one of its sales locations. Its operator, BMS, has vending locations in Terminals B and C and the Aeroexpress terminal area.
However, the location directory covers several vending services. It does not establish which individual machine currently holds SIM stock, and many entries omit the floor and whether the machine is before or after security. Buying from a machine also leaves you responsible for completing the activation process.
Several machines have advertised round-the-clock availability. Hours are not reliably published for assisted foreign-customer SIM registration, which is the service a newly arrived tourist may actually need.
After collecting your luggage, ask an airport information desk for a staffed mobile-phone outlet in the public arrivals area that can handle a foreign passport. Explain whether you already have the Russian registration records listed below before paying or walking to another terminal.
Your passport alone is not enough. The local registration process generally requires:
Your original passport, with a certified Russian translation where required.
SNILS, Russia’s individual insurance account number.
A verified Gosuslugi account, the government services account used for identity checks.
Registered biometrics, including your face and voice, in the Unified Biometric System.
The phone you will use, with its IMEI recorded for the SIM.
Keep an accessible email address ready for the account setup. These requirements concern obtaining a Russian mobile subscription; choosing a local eSIM instead of a plastic SIM does not remove the identity checks.
MTS’s foreign-customer registration instructions explain the activation sequence. Until the checks are complete, possession of the SIM is not proof that mobile data is ready.
The process is possible, including for visitors, but it can require more than a stop at an airport counter. Our guide to buying a tourist SIM in Russia covers the broader registration and local-purchase decision.
Before buying at SVO, ask for the full amount needed to leave with working service, with these components separated:
The physical SIM or starter-pack charge.
The initial tariff payment and its billing period.
Any activation, dealer or service fee.
Any document translation or other preparation still needed.
Get the data allowance, validity, included calls and SMS in writing. Ask the seller to demonstrate a working mobile-data connection with Wi-Fi switched off once activation is complete.
Payment needs planning too. Visa and Mastercard cards issued outside Russia do not work at Russian merchants or ATMs. Keep rubles or another confirmed working payment method available; a card symbol on a terminal does not establish that your foreign card will be accepted.
Buying in Moscow is worth considering if you need a Russian number or expect to stay longer. MTS offers help with SNILS, Gosuslugi and biometrics at selected shops, so a suitable city branch can be more useful than an airport vending machine.
As a local-price benchmark, the Moscow MTS Proshche offer announced on 30 July 2026 includes 10 GB, 400 minutes and 400 SMS for ₽450 per month for a new connection, with geographic conditions on the calls and texts. This is a published operator tariff, not a confirmed SVO package or an all-in registration cost. Ask the shop which offer is available for your new foreign-customer account.
Tariff benchmark checked 30 September 2026 against MTS’s Moscow announcement. Separate purchase or document costs are not included.
Roafly suits a short Moscow visit when you mainly need mobile data and want to arrange the purchase before arrival. You can buy a Russia eSIM without the local SIM-shop registration process and install it while you still have a dependable internet connection.
The listed networks are Tele2 and Beeline. Plans are data-only, with no Russian phone number or ordinary calls and SMS. Hotspot sharing uses your purchased allowance, and top-ups are supported.
Your phone must support eSIM and be carrier-unlocked. If you are still deciding between providers or allowances, compare the Russia eSIM plans and activation considerations before purchasing.

Russia’s arrival checks for foreign SIMs are a separate issue from buying a local Russian subscription. Foreign SIMs and eSIMs can face a temporary mobile-data and SMS restriction after entering the country. The Russian communications ministry describes an operator verification process using a link and CAPTCHA that can restore service before the 24-hour period ends.
Follow the current instructions supplied for your Roafly plan and any relevant operator message. Do not assume every package uses the same network or verification screen. Earlier restrictions on foreign eSIMs in Russia explain why older arrival advice may differ from today’s setup process.
Sheremetyevo’s official network is _Sheremetyevo Wi-Fi. The airport’s Wi-Fi instructions for foreign numbers describe this process:
Join the official airport network.
Switch the login page to English.
Enter your country code and mobile number correctly.
Enter the authentication code received by SMS.
Your home number needs working roaming and the ability to receive the message. Keep that SIM available if you intend to use it for Wi-Fi authentication; a data-only travel eSIM does not provide a substitute Russian number.
If the message does not arrive, ask the information desk for help. Use the official network name and do not enter social-media login codes into a Wi-Fi page.
Wi-Fi is useful while you are in the terminal. Save your hotel address, booking confirmation and onward-travel details offline before departure so your first steps in Moscow do not depend on receiving an SMS.
Short visit without Russian registration records: Prepare Roafly before flying, keep the current activation instructions available and save the essentials offline. This avoids making a local SIM purchase your first task after landing.
Longer stay or a need for a Russian number: Arrange an assisted operator-shop visit in Moscow. The registration effort can be worthwhile for local calls, texts and ongoing service.
Returning visitor with the necessary records already completed: An airport SIM purchase can be practical if a suitable seller is open and can activate it in your device. Confirm the full charge and test the connection before leaving.
Late arrival or an airside connection: Prepare your connection in advance. A round-the-clock vending machine supplies a product; it does not supply a staffed registration appointment or establish that the machine is accessible from your part of the airport.
