Buying a Russian SIM card as a tourist is possible, but a passport alone is generally insufficient. Foreign customers need a government-services account, biometric identification and a mobile contract linked to their device.
Our recommendation for a short visit is Roafly if you need mobile data and have an unlocked, eSIM-compatible phone. Local plans offer substantial allowances at low monthly prices, making them worth considering when you need a Russian number or can justify the registration work over a longer stay.
The local options below are recurring Russian mobile subscriptions that require foreign-customer registration before you can use them. Their published tariff prices exclude any separately charged document services.
| Operator / plan | Data | Published price and period | Russian number | Starting-payment note |
|---|---|---|---|---|
| Roafly eSIM | 5 GB | US$14.90 / 30 days | No | One-time data package |
| Roafly eSIM | 10 GB | US$24.90 / 30 days | No | One-time data package |
| MTS Proshche | 10 GB | ₽450 / month, new connection | Yes | Confirm SIM and activation charges |
| Beeline bee SUPER START | 10 GB | ₽400 / month | Yes | ₽100 connection charge from initial top-up |
| T2 My Online | Unlimited phone data | ₽500 / month | Yes | Confirm SIM and activation charges |
| MegaFon Minimum | 10 GB | ₽400 promotional / 30 days; ₽800 in standard terms | Yes | ₽550 initial payment, including ₽150 activation |
Checked September 30, 2026. Local examples use published Moscow-area offers; rates and availability vary by region. Roafly prices are standard USD prices. Prices and terms can change.
The local tariffs can be attractive once you are registered. On a short holiday, the useful comparison includes translation costs, any starting fees and the time needed to get a working line.
Roafly’s Russia plans can be bought and installed before departure without ID verification. You avoid arranging a domestic Russian mobile contract or finding a shop that can complete the registration process.
Keep your primary SIM installed on a compatible dual-SIM phone.
Use the listed local networks, Tele2 and Beeline.
Share data by hotspot within your purchased allowance.
Add a top-up if you need more data.
Compare the Russia eSIM plans against your expected usage before leaving. Accommodation Wi-Fi can reduce your allowance needs; frequent uploads, video and laptop tethering use more data.

Roafly is data-only: it does not provide a Russian phone number, ordinary calls or SMS. Local-number requirements therefore remain a reason to consider a Russian SIM.
Prepare for arrival verification as well. Installing the eSIM before departure simplifies setup, while Russia’s initial network-access check happens after the line joins a Russian network.
The foreign-customer registration requirements involve several stages. Some assisted services combine them, so you may not need a separate visit for every task.
Prepare your original passport and a notarized Russian translation. T2 and Beeline include these documents in their registration instructions.
Obtain SNILS. This is Russia’s individual insurance account number, also used for government services. Apply through the Social Fund or an MFC public-services centre.
Create and verify your Gosuslugi account. Use matching identity details and an email address you can access.
Register your biometrics. Participating banks or available assisted services record your face and voice in the Unified Biometric System.
Visit the operator with your phone. The contract must include the IMEI of the device that will use the SIM. Find it in your phone’s settings or by dialling *#06#.
Complete the activation check. Depending on the operator and branch, biometric verification happens at a terminal or through Gosuslugi. Test mobile data before relying on the line.
Your existing accounts, document readiness and the available registration services determine how long setup takes. T2 gives 10 minutes to five working days for the Gosuslugi data check alone.
That range covers one stage, rather than a fixed waiting period for every tourist. Arrange another way to access your arrival instructions if you are starting the local registration process from scratch.
Choose the operator around the registration help you need, the package’s actual contents and coverage along your route. The low monthly price becomes useful only after you can activate the subscription.
MTS is worth checking first if you need administrative help: selected branches offer MTS registration assistance with SNILS, Gosuslugi and biometrics.
Proshche suits visitors who need a modest data allowance with calls and SMS.
Its 400-minute package covers networks in the region where you are staying and MTS across Russia; 400 SMS cover networks in the region of stay.
The table uses the new-connection rate. Changing an existing MTS line to this tariff has a different monthly price.
Select a branch that provides the assistance you need; the full service is not available at every counter.
bee SUPER START suits registered visitors who want a moderate data allowance alongside local calls. It includes 200 minutes, 200 SMS and unlimited calls within Beeline’s Russian network.
The connection charge comes out of your initial top-up, reducing the balance available for service. Ask the shop to show both the selected subscription and the usable credit on your receipt.
My Online offers the largest phone-data allowance in this shortlist. It also includes 400 minutes to Russian mobile numbers, unlimited calls to T2 Russia and 100 SMS to Russian numbers.
Shops with a biometric terminal can handle the final identity check after your biometric profile has been registered.
The unlimited phone-data allowance should not be treated as a promise of unlimited hotspot or router use; those uses need their own tariff terms.
T2 is the current name of the Russian operator previously known as Tele2.
With the Minimum offer, confirm which monthly rate applies to your purchase. The advertised promotion and the detailed standard terms show different charges, as noted above.
The package includes 200 minutes and 30 SMS.
Of the advertised initial payment, ₽400 becomes account credit; the remainder pays for activation. The whole starting payment is not an additional fee to add on top of the tariff.
The promotional rate can be suspended after more than 30 days outside the region where you joined the promotion.
Ordering a SIM kit online does not complete foreign-customer registration. Arrange its activation route before paying.
Start with an official operator shop that handles foreign-customer registration. Bring your documents and the unlocked phone you intend to use, and request a new number with a package suited to your stay.
Airport counters vary in the assistance they provide, so establish whether yours can complete foreign-customer registration and activation or only sell a SIM kit. Your written quote should separate:
The tariff: allowance, billing period, included calls or SMS and renewal rules.
The SIM or starter kit: its price and any account credit included.
Activation charges: amounts deducted separately from usable credit.
The first payment: how much must be paid immediately and which service period it covers.
Document services: translation, notarization or assistance purchased separately.
Using the published monthly tariff and connection charge, the Beeline example adds up to ₽500 before document services or other separately quoted costs. For MTS and T2, the table’s tariff price alone does not establish the complete amount collected at a shop.
Choose your payment method with the shop before activation, decline unwanted paid extras and understand how to stop a recurring subscription. Compare coverage for your actual overnight stops and travel route; a city break and a long journey between towns create different needs.
Foreign SIMs roaming in Russia, including travel eSIMs, can face a 24-hour mobile-data restriction after joining a Russian network. Installing an eSIM at home does not start that waiting period.
The operator’s SMS link and CAPTCHA can restore access earlier. This arrival check is separate from obtaining SNILS, registering biometrics and opening a domestic Russian mobile account.
Follow your Roafly plan’s instructions and complete the operator’s verification when prompted.
If the message does not arrive or the check fails, contact Roafly support over available Wi-Fi and keep the eSIM installed.
Receiving an operator’s service message does not give a data-only plan ordinary SMS service or a Russian number.
Our guide to Russia eSIM options and activation covers the setup steps and troubleshooting. Keep essential addresses, tickets and booking details offline, since arrival verification and later app or network interruptions are separate issues.
Local registration makes more sense when the number or allowance will be useful beyond a brief holiday. Consider it if:
A specific service requires a Russian number for registration or SMS verification.
You expect to make regular domestic phone calls.
You need a large local data allowance over a longer stay.
Your phone cannot use eSIM.
You already have SNILS, a verified Gosuslugi account and registered biometrics.
Check the requirements of the service you need before opening a mobile account. A Russian number alone does not establish eligibility for a separate bank account, app or other service.
If your priority is mobile data during a short visit, we would choose Roafly and prepare for arrival verification before departure. Its practical advantage is avoiding the domestic registration process while keeping the package purchase straightforward.
Not necessarily. You can begin the Gosuslugi registration process in person through an MFC using the required identity documents; MTS’s instructions include this route. Its online route requiring an existing Russian number and Russian bank relationship is a separate option.
The device’s IMEI is part of the foreign-customer mobile contract. T2 requires an update at a shop when you change phones; bring your identity document and the new device’s IMEI.
The requirements apply to the Russian mobile subscription. Choosing a digital SIM instead of a plastic card still involves the operator’s foreign-customer identity and registration checks.
