This guide clarifies what’s actually restricted, what still works, and how to use a UAE eSIM safely and correctly before your trip.
The confusion comes from a real regulatory rule:
Tourists are not allowed to install certain types of eSIM profiles for the first time after entering the United Arab Emirates.
These restrictions appeared gradually between 2023 and 2025, mainly affecting:
Local UAE operator eSIMs (which require ID verification and UAE network presence)
Certain international eSIM providers that cannot trigger activation inside the UAE due to Etisalat routing policies
First-time eSIM provisioning attempts on some devices while already inside the country
This is not a total eSIM ban — but it does require travelers to prepare before landing.

As of December 2025, the rule for travelers is simple:
Install your eSIM outside the UAE. Activate it only once the plane lands.
