Landing in Moscow or St. Petersburg with just your passport is no longer enough to count on a working Russian SIM. On a short trip, we recommend preparing a Roafly eSIM before departure and keeping an offline arrival backup. Local SIM cards are worth considering if you need a Russian number, stay longer or already have the required registration records.

Sheremetyevo Airport has a SIM purchasing channel through Mobilebox vending machines, whose seller offers MegaFon starter packs. Treat vending as a way to buy the product: foreign-customer registration still needs to be completed. Current stock and access to an individual machine can vary, so our Sheremetyevo SIM options guide is the useful next step for an SVO arrival.
Pulkovo Airport in St. Petersburg has MTS, Beeline, MegaFon and Tele2 outlets listed on the first floor in the public arrivals area. These provide places to ask about a local connection after collecting your luggage. Establish whether the outlet can complete your foreign-customer setup before paying.
Airport purchase is most practical when your registration records are already ready. Ask for the total needed to start using the service, including the SIM, initial tariff payment and any separate service charge. Have the seller demonstrate working mobile data with Wi-Fi switched off before you leave.

Russian SIM cards become more useful when you need local calls, ordinary SMS or a Russian number for services that require one. The main obstacle for a first-time foreign visitor is the registration process.
Expect to prepare:
Your original passport, with a notarised Russian translation where required.
SNILS, Russia’s individual insurance account number.
A verified Gosuslugi government-services account.
Verified face and voice biometrics in the Unified Biometric System.
The phone you will use, with its IMEI recorded for the subscription.
Keep access to your email throughout the process. Choosing a Russian operator’s eSIM instead of a plastic SIM still involves local subscriber registration.
In Moscow and St. Petersburg, use the official MTS store finder to locate a nearby branch, then ask whether it offers foreign-customer setup assistance. Selected shops can help with SNILS, Gosuslugi and biometrics; other locations may direct you to a bank or public-services centre.
Allow time for any missing records and document preparation. Our guide to buying a tourist SIM in Russia covers the registration steps, local operators and package prices in more detail.
Roafly suits a visit where you mainly need mobile data and want to arrange the purchase before flying. You can buy a Russia eSIM without the local SIM-shop registration process, then install it while you have a dependable internet connection.
The listed networks are Tele2 and Beeline. Plans are data-only, with no Russian phone number, ordinary calls or SMS. Hotspot sharing uses your purchased allowance, with no separate hotspot quota, and top-ups are supported.
Your device must support eSIM and be carrier-unlocked. Save the setup instructions before departure; after arrival, select the Roafly line for mobile data and follow the roaming and activation instructions supplied for your plan.
Foreign SIMs and travel eSIMs can face temporary data and SMS restrictions after joining a Russian network. Depending on the provider and connection, this can involve a 24-hour restriction or an available operator-verification process that restores access earlier.
Follow the instructions for your current package and any applicable operator message. Installing the eSIM before departure prepares your phone; it does not establish that every arrival check has been completed.
Temporary regional restrictions are a separate issue. During these interruptions, mobile access may be limited to selected services even when the phone has signal and an active plan. Switching providers is not a reliable substitute for an offline backup.
Keep your hotel address, transfer details and essential maps downloaded, especially if you are continuing beyond Moscow or St. Petersburg. Arrange essential arrival transport before flying if losing mobile access would leave you stranded.

Wi-Fi can cover a quiet hotel-based stay or provide backup while you sort out mobile access. The important arrival question is how you authenticate: a visible free network may still require a phone number that can receive a message or call.
Join _Sheremetyevo Wi-Fi. If you are using a foreign number, switch the login page to English, enter the country code and number, then enter the code received by SMS.
Your home number needs working roaming and the ability to receive that message. Keep the home SIM available for authentication, while managing its mobile-data settings separately to avoid unintended roaming use.
Pulkovo’s OBIT — Free Internet Access network accepts foreign mobile numbers. Enter your number with its country code on the login page. An incoming call supplies the access code: use the last four digits of the calling number, without answering.
Your number must still be able to receive the call; a data-only travel eSIM supplies no replacement number for it.
If either airport’s verification fails, ask the information desk for assistance.
Get the Wi-Fi details from your accommodation before arrival and ask whether access requires phone verification or a guest password. This matters if you plan to work from the property or will arrive with limited mobile service.
Use café and public Wi-Fi for breaks, downloads and backup access. Moving between stations, finding an unfamiliar entrance or changing a pickup point is easier with mobile data available. Wi-Fi may help during a mobile-only interruption, while restrictions on particular apps or websites remain a separate issue.
Phone hotspot is the simpler starting point if you only need to connect a laptop or share data occasionally. Roafly supports sharing from the same purchased allowance, so a separate router adds equipment without adding data by itself.
Dedicated pocket Wi-Fi can suit a group that wants a shared device. Arrange it only with a supplier that confirms current Russia service, delivery or collection, and return terms. Do not build your arrival plan around an unconfirmed airport rental.
The router also needs charging, and everyone sharing it must stay nearby. Its cellular connection can still be affected by local network restrictions.
Your existing plan may be sufficient if it explicitly includes usable data in Russia. Ask your carrier about Russia-specific service availability, the included allowance and the total charge for your trip; a package marketed for Europe should not be assumed to include Russia.
Home roaming can also face arrival restrictions. Vodafone UK’s business Russia roaming notice warns of data and SMS interruptions while ordinary voice calls remain available. Other carriers may provide different verification instructions.
Keep the home number if you need it for calls or authentication, and choose deliberately which line supplies mobile data. With two SIMs enabled, set your phone’s mobile-data preference. Disable automatic data switching, if your phone offers it, to prevent it from using the other line.
