Customs officers conduct random, thorough luggage checks and personal searches using advanced X-ray technology and detector dogs in all arrival halls.

Customs Limits & Allowances

Do not assume Hong Kong's allowances match other international destinations. The tobacco limit is famously strict.

The "Big Ban" / The Trap

The most dangerous traps for travelers entering Hong Kong are CBD (Cannabidiol) and electronic smoking devices.

Hong Kong has completely criminalized CBD, classifying it as a dangerous drug alongside heroin and cocaine. Bringing in any product containing CBD—including gummies, skincare, drinks, or oils—carries a maximum penalty of life imprisonment and a HKD 5 million fine for trafficking, or up to seven years in prison for possession.

Furthermore, all alternative smoking products are entirely banned. You cannot bring e-cigarettes, vape pens, heated tobacco products, or e-liquids into Hong Kong, even for personal use. Confiscation is guaranteed, and you risk a maximum fine of HKD 50,000 and up to six months in jail.

Fines & Payment

Hong Kong Customs does not issue warnings for exceeding duty-free limits; they issue fines. If you are caught with undeclared dutiable goods (like that 20th cigarette), you will face penalties under the Compounding Scheme. Fines typically consist of a base penalty plus a strict multiplier of the evaded duty, which is payable immediately.

For more severe offences—such as possessing CBD, vaping devices, or large quantities of undeclared cash—you face immediate arrest, confiscation of the goods, court prosecution, and potential deportation or imprisonment.
