Changi has SIM sales and collection points across all four terminals, including overnight options. The important differences are the package available at your counter, whether calls are enabled, and where an online order can actually be collected.

Yes, you can buy a tourist SIM at Singapore Changi Airport, with options from Singtel, StarHub and M1 through airport retailers and collection counters. Buying after arrival makes sense if you need a physical SIM or help with registration; an eSIM arranged before departure suits a compatible phone when you want to head straight into Singapore.
Start with the public arrivals hall in your terminal. Changi Recommends has Level 1 counters in all four terminals, with at least one round-the-clock option in each.
| Terminal | Public arrivals location | Changi Recommends counter hours | Overnight option |
|---|---|---|---|
| Terminal 1 | Level 1 Arrival Hall | T1, T1A, T1B and T1C: 24 hours | Any of these listed counters |
| Terminal 2 | Level 1 Arrival Hall | T2: 9am–9pm; T2A: 24 hours | T2A |
| Terminal 3 | Level 1 Arrival Hall | T3A and T3C: 24 hours | T3A or T3C |
| Terminal 4 | Level 1 Arrival Hall | T4 and XploreSG: 24 hours | T4 or XploreSG |
Counter locations and hours checked on 23 October 2026 against the Changi Recommends counter directory. Opening hours do not establish stock or redemption eligibility for every operator’s package.
These public counters are landside, after immigration, baggage collection and customs. Before travelling, review Singapore’s airport customs rules so your arrival preparation covers what you are carrying as well as your phone connection.
Buying at a counter and collecting an online order are different transactions. If you have prepaid, go to the outlet named on your confirmation. Another counter selling the same operator may not handle that booking.
Singtel’s current physical-SIM collection list includes airport outlets across Terminals 1–4. Two clearly identified options are Changi Recommends at Terminal 1, Level 1, unit #01-K4 near SIXT Car Rental, and Xplore SG at Terminal 4, Level 1, unit #01-K4.
Bring your booking confirmation and original passport. Collection and activation are available during the designated outlet’s operating hours.
Local calls need particular attention: selected hi! Tourist offers require an additional visit to a participating hi! retailer to enable calls and SMS with passport verification. Having a SIM installed and mobile data working does not necessarily mean those features are active.
StarHub’s detailed purchasing instructions identify StarHub Changi Recommends counters in the arrival halls of Terminals 1–3, plus Prosegur Change outlets in Terminals 1, 2 and 4.
StarHub sells tourist plans with calls and SMS, alongside separate data-only eSIM products. Ask for the full tourist plan if a working Singapore number matters to you; the data-only version serves a different purpose.
M1 lists Meet & Greet collection points in all four arrival halls:
Terminal 1: Arrival Hall East, #01-K7.
Terminal 2: Arrival Hall, counter #8.
Terminal 3: Arrival Hall, #01-K20.
Terminal 4: Arrival Hall Central, #01-K3.
Use the collection point selected for your order. Hours are not reliably published for these specific M1 pickup points on the collection page; the Changi Recommends hours above should not be applied to them.
Compare the exact package before paying. An operator’s advertised price is a useful reference, but the bundle available at an airport counter can differ in allowance, validity or included extras.
These current operator offers provide a starting point:
| Operator and plan | Published price | Main data allowance | Validity | Calls and SMS |
|---|---|---|---|---|
| Singtel hi! Tourist | S$15 | 500GB shared across Singapore, Malaysia, Indonesia, Thailand and Hong Kong | 30 days | Require retailer enablement with passport verification |
| StarHub 4G Tourist | S$12 | 300GB in Singapore | 30 days | Unlimited local calls and SMS on the full tourist plan |
| M1 All-in-one | S$14 | 600GB shared across Singapore, Malaysia, Indonesia, Hong Kong, Macau, Taiwan and Thailand | 30 days | Unlimited incoming local calls, 500 outgoing local minutes and 50 local SMS |
Operator reference prices and allowances checked on 23 October 2026. These are not confirmed all-in quotations from individual Changi sellers. Current airport price not reliably published for each counter and package.
Before accepting a counter offer, establish one total covering the SIM, selected plan and any mandatory activation or service charge. Optional transport cards or attraction bundles should be itemised separately. Keep the receipt and package details until you have tested the connection.
The largest allowance is not always the deciding benefit. During a short Singapore visit, a lower total, convenient collection point or working local number may matter more than hundreds of extra gigabytes.
If you are travelling onward to Kuala Lumpur, examine the Malaysia allowance specifically. Some packages share their headline data across several countries; others provide a separate roaming allowance.
Bring your original physical passport, an unlocked phone and your booking confirmation if collecting a prepaid order. Local tourist SIMs require identity verification; an eSIM format does not automatically remove that step.
International credit and debit cards are accepted for airport SIM purchases, while cash payments are in Singapore dollars. Establish the accepted payment method at your chosen outlet before registration begins.
Use the counter visit to complete the practical setup:
Confirm the package, expiry date and total price.
Complete registration and install the SIM or eSIM.
Select the new line for mobile data.
Turn off Wi-Fi and load a webpage.
Test calls or SMS if those features are part of your purchase.
Keep your home SIM safely stored if you remove it. On a dual-SIM phone, disable data roaming on your home line unless you intend to use its roaming service.
Activation timing also affects value. Singtel’s current S$15 hi! Tourist offer starts its validity at purchase, so buying far ahead of departure can use up part of the plan before your trip. Follow the timing attached to the exact product you order.
Buy at Changi when you need a physical SIM immediately or want registration handled before leaving the terminal. The airport’s overnight retail options are particularly useful after a late flight, although package availability still depends on the seller.
Buying in the city works when you already have enough connectivity to reach your accommodation and a convenient shop is nearby. M1’s city collection locations include Bugis Junction, NEX and Tampines Mall. Its Bugis Junction shop is listed at 200 Victoria Street, #03-09C, with daily hours of 11am–9pm.
There is no reliable basis for treating every city purchase as cheaper than every airport purchase. Compare the same allowance, duration and services before making a separate journey to save money.
Our guide to buying a tourist SIM in Singapore covers the wider local purchasing options and registration considerations.
During a short stay, the practical choice is usually straightforward: buy a suitable local bundle at the airport if you need its features, or arrive with an eSIM ready if mobile data is enough.
Roafly’s Singapore eSIM lets you arrange mobile data without collecting a physical card at Changi. It suits visitors who mainly need maps, messaging, hotel bookings and transport apps, and prefer to avoid a retail stop after landing.
Singapore plans offer 1GB–50GB, with 7- or 30-day validity depending on the package, and 4G access where available. Hotspot use comes from your purchased allowance, and top-ups are supported.
Roafly plans are data-only, with no Singapore telephone number or conventional calls and SMS. Local tourist bundles deserve consideration if those features—or a very large allowance—are central to your trip. Roafly’s practical advantage is arranging the connection before arrival without a physical SIM swap.
Check that your phone is both eSIM-compatible and carrier-unlocked, then follow the installation and activation instructions supplied with your plan.

Changi provides free #WiFi@Changi in public and transit areas across its terminals. Connect to the network, open your browser and follow the landing-page instructions; the service does not require an account or personal-information registration.
The airport’s Wi-Fi connection instructions are useful if the login page does not appear automatically.
Use the connection to retrieve your booking, contact your accommodation or install an eSIM. Once you leave the airport, you will need mobile data or another Wi-Fi connection. Our guide to internet options in Singapore compares those choices for the rest of your stay.
If you are remaining airside for a short connection, airport Wi-Fi is usually the simplest solution. The public arrivals counters in the table require entry into Singapore; do not book a landside pickup assuming you can reach it while staying in transit.
Can I buy a SIM at Changi after midnight?
Yes. Changi Recommends lists 24-hour public arrivals counters in all four terminals. Terminal 2 passengers should distinguish the round-the-clock T2A counter from the T2 counter, which closes at 9pm.
Will a tourist SIM remain usable for a stay longer than 30 days?
Do not assume a top-up extends every aspect of the service. M1 and Singtel apply a 30-day limit to passport-registered SIMs, with additional Singapore-issued identity or residency documentation needed to retain service beyond that period. Shorter package validity still applies where relevant.
Is a physical SIM better than an eSIM for local calls?
The package determines calling capability. M1 offers both formats with calls and SMS, while StarHub has separate full tourist plans and data-only eSIMs. With Singtel, selected tourist offers require retailer verification to enable calling features. Specify that you need a working local number before purchasing either format.
