Belarus Customs Rules: Cash, Food, Medicine & Duty-Free Limits

What you can bring into Belarus at a glance

These allowances apply when entering the EAEU customs territory through Belarus. Separate rules may apply in the country where your journey begins or where you transit.

Personal baggage limits depend on how you enter

Belarus uses different value and weight limits for goods carried in accompanied or unaccompanied baggage. According to the current Belarus Customs duty-free baggage guidance, air passengers may bring personal-use goods worth up to €10,000 and weighing up to 50 kg without customs duties.

For entry by road, rail or on foot, the duty-free limit is €500 and 25 kg. Both conditions matter: baggage can require declaration because it exceeds the value limit, the weight limit or both.

Goods above these thresholds are generally subject to a duty of 30% on the value above the allowance, with a minimum charge of €4 per kilogram above the weight allowance. Customs must still accept the goods as personal rather than commercial imports.

Used belongings reasonably needed for the journey or stay are assessed separately from newly imported goods. Their nature, quantity, travel purpose and frequency of border crossings can affect the decision. Multiple identical devices, boxed electronics or goods apparently intended for resale may not be treated as ordinary travel belongings.

These limits apply at the external EAEU border. If you entered the EAEU through another member country before reaching Belarus, customs formalities for third-country goods may have occurred at that first point of entry.

Alcohol, cigarettes and heated-tobacco allowances

Travelers aged 18 or older may carry up to three liters of alcoholic drinks above 0.5% ABV duty-free. Beer counts toward the same total.

Between three and five liters may be admitted with customs payment. The published rate is €10 for each liter above the three-liter allowance. More than five liters is not treated as a personal-use quantity under the traveler rules, so paying duty does not create an unlimited right to import alcohol.

The tobacco allowance is also per person aged 18 or older. It consists of of the following alternatives: 200 cigarettes, 50 cigars or cigarillos, 200 heated-tobacco sticks, 250 grams of tobacco, or a mixed assortment with a total weight no greater than 250 grams.

These are alternatives, not cumulative allowances. Carrying 200 cigarettes does not provide an additional full allowance for cigars, heated sticks or loose tobacco.

Food, plants and animal products

Finished animal-origin products may enter without a veterinary certificate in quantities of up to five kilograms per person when they remain in original factory packaging. This exception also depends on the animal-health status of both the producing country and the country of export.

Temporary veterinary restrictions can override the general allowance. Factory packaging therefore does not guarantee admission if the product or its origin is subject to a current restriction. Raw products, homemade meat or dairy, and quantities above the personal exception should be checked before departure.

The Belarus Customs restricted-goods guidance also applies phytosanitary controls to fruit, vegetables, plants, seeds, bulbs, tubers and fresh flowers. Without a phytosanitary certificate, person may generally carry:

• Up to 5 kg of qualifying fruit and vegetables, excluding potatoes and planting or seed material

• One melon, watermelon and pumpkin

• No more than three bouquets of flowers

Seeds, plants intended for planting, potatoes and larger quantities may require phytosanitary documentation and declaration. If the product does not fit the published personal exception, confirm the current rule before packing it rather than relying on whether it is sealed.

Prescription and controlled medicines

Registered and unregistered medicines brought as personal-use goods do not require proof that they appear in a medicines register or a general import authorization, according to the Eurasian Economic Commission medicine guidance. This does not remove the special rules for controlled ingredients.

Medicines containing narcotic or psychotropic substances must be declared. Belarus permits narcotic medicines up to a-week medical need and psychotropic medicines up to 90 single doses, provided the medicine is medically necessary and supported by compliant documents.

The current Belarus Customs controlled-medicine rules recognize either a medical-record extract or a doctor’s prescription. The document must show:

• The medicine or controlled substance name

• Its dosage

• The patient’s required daily quantity

• The doctor’s original signature and stamp

Documents must be in Russian or Belarusian. A document issued in another language must be accompanied by a properly certified Russian or Belarusian translation. An electronic prescription or an uncertified paper copy does not satisfy the published requirements.

Check the active ingredient rather than the brand name alone. Products sold without difficulty in another country can contain substances controlled in Belarus. Carry qualifying medicine with its documentation, enter it on the passenger customs declaration and present both through the red channel.

Cash declarations and the red or green channel

Cash and traveler’s checks may be carried into or out of the EAEU, but a written declaration is required when their combined value exceeds USD 10,000 equivalent. This is a declaration threshold, not a maximum amount.

Other monetary instruments—including bills of exchange, bank checks and certain bearer securities—must be declared regardless of value. When the combined value of cash and monetary instruments exceeds USD 100,000 equivalent, supporting documents showing the source of the funds must accompany the declaration.

The Belarus Customs cash guidance requires information about the source, owner, intended use, route and transport method. Declare the full amount rather than the portion above USD 10,000.

At checkpoints operating a dual-channel system, use the red channel for declarable cash, controlled medicines, restricted goods, excess alcohol or goods subject to customs payments. The green channel is for baggage containing nothing that requires written declaration. Crossing into it acts as a statement that you have no declarable goods under the current green-channel rules.

Belarusian customs thresholds do not cancel cash-export controls or sanctions applied by your departure or transit country. Check those rules separately before carrying currency across another border.

Vapes, nicotine products and other restricted goods

Belarus Customs expressly lists an allowance for heated-tobacco sticks, but its current traveler guidance does not publish an equally clear device or milliliter allowance for disposable vapes, refillable devices or e-liquid. Do not convert the cigarette or heated-stick allowance into an assumed number of vapes or bottles.

The published tobacco allowance also does not provide a clear traveler quantity for nicotine pouches or other oral nicotine products. Confirm the product and quantity with Belarus Customs before departure. If customs advises that declaration is required, use the red channel. Local sale, possession and use rules after entry are separate from customs import rules.

Other goods that may require authorization, documents or customs review include:

• Weapons, weapon components and ammunition

• Narcotic and psychotropic substances outside the documented medicine exception

• Certain radio-electronic and high-frequency equipment

• Goods designed for covert collection of information

Ordinary mobile phones are expressly excluded from the listed radio-equipment restriction, although newly purchased or multiple devices still count when customs assesses baggage value and personal use. Rules for operating equipment after entry are outside the customs process.
