Which rules apply to your arrival?
Cambodia’s published passenger allowances apply when you first enter Cambodian customs territory. The official guidance does not provide separate alcohol or tobacco allowances according to your departure country, citizenship, or residency, and it does not publish a separate allowance table for air and land arrivals.
At Techo International Airport (KTI), Siem Reap–Angkor International Airport (SAI), or Sihanoukville International Airport (KOS), clear customs at the Cambodian airport where you formally enter the country and collect checked baggage. The same national rules also apply at international land and river border checkpoints.
Connecting through another customs territory
A transit itinerary may expose you to two sets of rules. When you enter another country, collect and recheck baggage, or pass its customs checkpoint before Cambodia, your goods must also comply with that country’s import rules.
After entering Cambodia, a connecting domestic flight does not provide a second duty-free allowance. Your allowance is assessed at the first Cambodian customs clearance point.
Red channel, green channel, and declarations
For participating air arrivals, the official Cambodia e-Arrival platform combines immigration, health, and customs information. Complete the required arrival process before passing customs and follow any additional form or counter instructions at your airport.
Where red and green channels are in use:

Use the green channel only when you have no dutiable, prohibited, or restricted goods and remain within all duty-free allowances.

Use the red channel when carrying excess alcohol or tobacco, declarable cash, commercial goods, permit-controlled products, or anything you are unsure about.
Choosing green does not prevent inspection. Cambodia’s airport guidance states that passengers may be checked in either channel, and intentionally using green with declarable goods can result in penalties.
Alcohol, tobacco, and personal-goods allowances
Travelers aged 18 or older may bring up to 2 litres of alcohol and one tobacco allowance: 200 cigarettes, 50 cigars, or 250 grams of tobacco. Passengers under 18 do not receive these alcohol and tobacco concessions. Cambodia’s current passenger guidance also allows up to 350 millilitres of perfume and cosmetics.
The tobacco quantities are alternatives, not three cumulative allowances. Cambodia’s public passenger pages do not clearly establish a guaranteed paid allowance or maximum personal-use cap above the duty-free quantities. Declare any excess and ask customs before attempting to import it; do not assume that simply paying duty will make every quantity admissible.
Personal clothing, phones, laptops, cameras, and similar belongings may enter in quantities appropriate for the journey, provided they are not prohibited and do not appear commercial. For merchandise outside normal travel effects, current airport guidance states that goods valued at USD 100 or more may be subject to duties and taxes. Goods with a customs value above USD 300 require a customs declaration, while lower-value non-commercial consignments may use a non-commercial declaration.

Cash, medicines, food, and other controlled items
Cash and monetary instruments
Cash is not prohibited merely because it exceeds the reporting threshold. A traveler entering or leaving Cambodia with Cambodian or foreign currency equivalent to USD 10,000 or more must declare it to customs.
For departure, an amount equivalent to USD 10,000 or more—or an amount greater than the sum declared when entering—may require an export permit from the National Bank of Cambodia or another relevant authority. Retain the endorsed entry declaration when carrying the money out again. No separate higher proof-of-funds threshold was confirmed in Cambodia’s current public passenger guidance, so travelers moving substantially larger sums should check directly with customs and the central bank. Prescription and controlled medicines
Cambodia does not publish a simple universal traveler allowance covering every prescription medicine. Its drug-control legislation restricts scheduled narcotic and psychotropic substances, and certain imports require prior Ministry of Health authorization.
Check the active ingredient rather than relying only on the brand name. A prescription or doctor’s letter is useful evidence that a medicine is for treatment, but it does not replace authorization when the substance is controlled. Carry only a personal-treatment quantity and obtain written confirmation from Cambodia’s Department of Drugs and Food before traveling with narcotic, psychotropic, injectable, or otherwise tightly controlled medication. Food, plants, and animal products
Cambodia has no single airport allowance covering every food product. Requirements depend on whether the item contains meat, fish, dairy, plants, seeds, fresh produce, or other material subject to veterinary or phytosanitary control.
Plants, seeds, fresh fruit, and other plant material may require a phytosanitary certificate, import documentation, or inspection. Meat, animal products, and fishery goods may also require health certificates or permits under Cambodia’s prohibited and restricted goods controls. Commercial packaging does not automatically guarantee admission. Declare uncertain products or check the MAFF plant-quarantine guidance before travel.
Vapes, e-cigarettes, and prohibited imports
Do not bring vapes or e-cigarettes into Cambodia.
Cambodia’s Royal Government Order No. 02, issued on 21 October 2025, prohibits the import, distribution, sale, advertising, production, storage, possession, and use of electronic smoking devices and the chemical substances used with them. The rule is broader than a sales restriction and applies to personal possession and import.
This means travelers should not carry:

Heated-tobacco devices and consumables

Spare electronic smoking products intended for another person
Cambodia had already taken action against heated-tobacco products before the 2025 order, and the current order broadly covers electronic smoking devices and smoking substances. Do not treat heated-tobacco products as part of the ordinary cigarette allowance.
The order does not publish a clear traveler allowance for non-electronic smokeless products such as nicotine pouches. Do not assume that the cigarette allowance applies to them; verify the product with Cambodia Customs and the Ministry of Health before carrying it.

Other prohibited or permit-controlled imports include narcotics and precursors, weapons, ammunition, explosives, military equipment, protected wildlife products, certain plants and animal products, counterfeit goods, and materials prohibited under Cambodian law. Some restricted goods may enter only with licenses from the relevant ministry and authorization from customs.
What happens if you exceed a limit or fail to declare?
Customs may assess duties and taxes on admissible goods that exceed a concession. Restricted goods may require supporting permits, while prohibited goods do not become legal simply because they are declared.
False declarations or deliberate use of the green channel can lead to customs fines or other legal procedures. For currency violations without indications of a criminal offence, Cambodia’s current customs manual specifies a fine equal to 10% of the foreign-currency amount involved. Cases showing possible criminal conduct may involve seizure, detention for investigation, and referral under applicable law.
When uncertain, declaring the item and asking an officer is safer than attempting to pass through green.
