Roafly is the best choice in this comparison for network flexibility in Israel, with access to Hot Mobile, Cellcom and Pelephone. Cellcom is the extra network that sets it apart from the Hot Mobile and Pelephone combination shared by several alternatives.
The table compares paid, fixed-data plans for Israel. Each price range runs from the smallest to the largest package in that provider's country selection; the data and validity ranges show what those prices cover.
| Provider | Data and validity range | Package price range (USD) | Local networks | Features and plan terms |
|---|---|---|---|---|
| Roafly | 1–50 GB · 7–180 days | $4.90–$59.90 | Hot Mobile, Cellcom, Pelephone | Three-network access and extended validity |
| Airalo | 1–50 GB · 3–30 days | $4.00–$39.00 | Annatel | Single-network packages with several validity choices |
| Saily | 1–20 GB · 7–30 days | $3.99–$16.99 | Not named on the destination page | Security features in the app |
| Roamless | 1–50 GB · 30 days | $3.95–$38.95 | Pelephone, Hot Mobile | Fixed packages plus a separate pay-as-you-go option |
| Ubigi | 3–50 GB · 7–30 days | $6.00–$39.00 | Hot Mobile, Pelephone | Reusable eSIM and app-based top-ups |
| Jetpac | 1–40 GB · 4–30 days | $7.00–$41.50 | Hot Mobile, Pelephone | Selected app access with eligible packages |
Prices and network details checked on October 13, 2026. Ranges exclude free trials, coupon codes, unlimited plans and regional packages. Jetpac's range includes its displayed public sale prices. Prices, offers and supported networks may change.
One like-for-like example: Roafly's 10 GB plan for 30 days costs $19.90 and includes access to all three networks. Airalo's equivalent allowance and validity cost $11.50 on Annatel's single-network setup.
Roafly's 50 GB package lasts 180 days, while the 50 GB packages shown for Airalo, Roamless and Ubigi last 30 days. That longer window matters for a stay extending beyond a month, so the maximum package price needs to be read alongside its validity.
Local networks have different strengths. Building reception, congestion and the places you spend time can affect the connection, even when the data allowance is identical.
Cellcom finished first on the combined performance score in nPerf's 2025 Israel mobile internet report. The score considers speeds, latency, browsing and video streaming. These results measure domestic network performance; they are not a direct comparison of the travel eSIMs in this guide.
With Roafly, three supported networks give you more connection options within one plan. If reception on one is poor and another supported network is available, that additional choice can be valuable. Availability still depends on your location, device and roaming conditions.

Hotspot uses your purchased allowance. Share the connection with a laptop or another device without a separate hotspot quota.
Top-ups are available. Add data to an active eSIM when you need more.
Validity starts on connection. The plan begins when the eSIM first connects to a supported network in Israel.
Roafly also offers competitively priced data across a broad range of destinations. Its approach to travel eSIM value uses multiple connectivity partners to balance price, network access and availability country by country. That is useful if you want one service to keep using across future trips.
You can compare the current Israel eSIM plans and select the allowance that fits your stay.

Airalo's Annatel packages provide a single-network alternative, with validity choices from three to 30 days. Match the package duration to your actual stay: a lower-priced seven-day offer is a different purchase from a 30-day package with the same allowance.
The table covers Airalo's data-only plans. Packages containing calls and texts belong to a separate product selection, so their prices and inclusions should be compared separately if you need a phone number.
Saily's fixed-data selection covers 1–20 GB, with seven days on the smallest package and 30 days on the larger options. Its app includes security features such as virtual-location settings, ad blocking and protection against malicious sites.
The Israel destination page does not name the underlying operators. If a specific local network is part of your buying decision, obtain that detail before purchasing.
Roamless offers 30-day country packages on Pelephone and Hot Mobile, alongside a separate pay-as-you-go balance. The distinction matters: a fixed Israel package expires after its validity period, while pay-as-you-go credit can be retained for later use.
Its table entry shows the paid country packages only. The separate credit model may suit occasional data use or a journey involving several supported destinations.
Ubigi combines Hot Mobile and Pelephone access with a reusable eSIM. Its fixed-data Israel selection includes both seven-day and 30-day options, making validity important when comparing similarly sized packages.
Smartstart begins the plan on arrival in a covered destination. Ubigi also supports tethering and allows app top-ups without Wi-Fi or remaining data credit, which can be useful if the allowance runs out during the trip.
Jetpac offers short-validity entry packages and larger 30-day allowances using Hot Mobile and Pelephone. Some larger packages currently carry public sale prices, which are reflected in the table.
Eligible packages of 3 GB or more include access to selected apps after the main allowance is depleted, including WhatsApp chat and Google Maps navigation. That benefit is limited to the included apps; it does not replace an active data allowance for general internet use.
Start with how you use your phone, then choose the package length.
Brief visit with light use: Small packages can cover messaging and occasional browsing, especially if you download maps and use accommodation Wi-Fi.
Regular daily use: Consider 5–10 GB when navigation, social media and travel arrangements will be part of each day. Video habits can change that requirement quickly.
Laptop sharing or an extended stay: Compare larger allowances and make sure the package remains valid for your full stay.
Keep background photo uploads, system updates and streaming quality in mind. They can consume more data than the travel tasks you bought the package for.
Check that your phone is unlocked and appears on the eSIM-compatible device list. Install the eSIM while you have a stable internet connection, then select it as your mobile-data line when you are ready to use it.
With Roafly, enable data roaming on the travel eSIM. Keep data roaming disabled on your home line if you do not want that line to incur roaming data charges.
Roafly's Israel plans are data-only, without a local number or standard cellular calls and SMS. Internet calling and messaging apps use the data allowance. If you specifically need a local number, choose a product that explicitly includes one.
Yes. You can use the travel eSIM for internet access while keeping your existing WhatsApp number. Changing the data connection does not require registering WhatsApp with a new number.
Do not assume that an Israel country package includes Jordan, Egypt or the Palestinian territories. Check the exact coverage list for every destination on your itinerary. Roafly's country package in this comparison is sold for Israel.
