If you have just purchased a Top-up but your internet hasn't started working yet, don't worry. Your phone simply needs to "refresh" its connection to the local tower to recognize the new data balance.
The 10-Second Fix:

Turn Airplane Mode ON for 10 seconds, then turn it OFF.

If that doesn't work, Restart your phone.

Once the phone reboots, it will ping the network and immediately see your new data allowance.
